The Netherlands runs the most sophisticated legal machinery for public nudity in the world. Where most countries tolerate naturism through silence or prosecutorial discretion, the Dutch wrote it into statute in 1986 – Article 430a of the Penal Code explicitly authorizes municipal councils to designate beaches, parks and lakefronts for clothing-optional recreation, and protects nudity anywhere the location is not demonstrably unsuitable. The result is a country with more than two thousand indexed places to be naked, a federation of 60,000 members, and a Supreme Court precedent protecting naturists even against their own municipality.
The Law: Designated Zones and the Suitability Test
Article 430a Sr works in two directions. Inside an officially designated zone (aangewezen locatie), public nudity is fully legal and protected. Outside one, nudity is not automatically an offense: the prosecution must prove the specific location was unsuitable (geschiktheidscriterium) – a test the courts read narrowly. The landmark is the Delftse Hout case: when the city of Delft revoked its park nude beach and fined the naturists who kept using it, the case climbed to the Supreme Court (Hoge Raad, ECLI:NL:HR:2015:3462), which held that peaceful naturism in a secluded, traditionally used area is not criminalized merely because a municipal designation lapsed. Municipal bylaws (APV) cannot override the federal standard.
NFN Open & Bloot: The Federation and Its Tools
The national federation – NFN Open & Bloot – is a founding member of the INF-FNI and represents more than 60,000 members across 60-plus affiliated clubs and parks. The NFN membership card carries the INF logo and unlocks reciprocal access and member pricing at affiliated grounds across Europe. Two tools deserve attention: the federation’s Prettig Bloot quality seal, awarded to venues meeting standards for safety, hospitality and child protection, and BlootKompas (blootkompas.nl), the official location-finder indexing over 2,200 verified nude beaches, campsites, saunas and B&Bs in the Netherlands and beyond – the single best planning resource for a Dutch naturist trip.
Flevo-Natur: The Flagship Park
On the Hulkesteinse Bos near Zeewolde in Flevoland, Flevo-Natur operates one of Europe’s largest five-star naturist holiday parks: thirty-plus hectares of woods, a heated indoor pool and outdoor complex, a wellness center with saunas and steam baths, a natural swimming pond with sandy beaches, tennis courts and a full-service restaurant. Camping pitches run roughly EUR 35-55 per night for two adults including facilities; day passes cost around EUR 12-18. It is the closest thing the Dutch scene has to a naturist village, and it anchors the eastern circuit of lake and forest grounds.

Zandvoort: The Classic Beach
The Zuidstrand at Zandvoort aan Zee has been an officially designated nude beach since the mid-1970s, making it one of the oldest in the country. The zone runs roughly three kilometers along the shore from beach pole (paal) 68 to paal 71.5, wide dune-backed sand that thins out toward Langevelderslag. The famous Beachclub Adam & Eva sits inside the zone – one of the rare beach bars in Europe where nudity is welcome on the sun deck and at the counter alike. Access is effortless: a direct 30-minute train from Amsterdam Central, then a 20-minute walk south.
Nude Amsterdam: The City Lakes
Amsterdam itself designates several urban zones: the Sloterplas sunbathing lawn in Amsterdam West, the quiet southern shore of the Gaasperplas (Metro line 53), the Ouderkerkerplas south of the city, and the semi-formal De Oeverlanden at Nieuwe Meer. None requires a car or a club card – which makes Amsterdam one of the few world capitals where a clothing-optional afternoon is a transit trip away. The municipal pool circuit runs the same way: venues like Groenoord in Schiedam and Amsterdam’s Mirandabad hold regular naaktzwemmen sessions, as does Utrecht’s Den Hommel – the full national pool-session directory is in our nude swimming pools guide.
The South Holland Coast
The dune coast between The Hague and Rotterdam carries a chain of designated zones, each marked by beach poles: Scheveningen north of the Zwarte Pad (paal 44-47), Wassenaarse Slag (paal 91-92.5), Katwijk Noorderstrand (paal 88.5-90), and the Nieuwlandsche Tref stretch at Ter Heijde (paal 107-109). Further south, the Maasvlakte’s Slufterstrand adds a wilder, industrial-horizon variant. BlootKompas lists the current boundaries – zones are occasionally redrawn, and the app is updated by the federation itself.
Planning the Trip
The Dutch season runs May to September for the coast; Flevo-Natur and the sauna circuit operate year-round. An INF card from your home federation covers you here as it does in Germany and France, and budget travelers should note the Dutch camping and B&B options in our nude hostels and coliving guide. Etiquette matches the wider European naturist standard: towels always down, no photography without consent – a rule that now extends to smart glasses, covered in our wearable camera guide.
