Belgium keeps its naturism compact and rule-bound: one official nude beach on the whole coastline, a respected network of private club grounds, a bilingual federation – and, as of September 2026, a brand-new Penal Code that quietly rewrote the country’s public-decency law. It is a small scene, but a well-organized one, and its 25-year-old beach is celebrating its silver anniversary this summer.
The Law: A New Penal Code for 2026
Belgian public nudity was historically prosecuted under Article 385 of the 1867 Penal Code (openbare zedenschending / outrage public aux bonnes moeurs). The 2022 sexual-criminal-law reform recast exhibitionism as a specific offense (Article 417/53), and the new Belgian Penal Code – enacted on February 29, 2024 – entered into force on September 1, 2026, classifying exhibitionism under Article 184: the intentional, non-consensual exposure of sexual anatomy in a public or publicly visible place before people who could be offended. Sanctions run from community service and fines of EUR 200 to 20,000 up to one to three years’ imprisonment where aggravating circumstances apply.
The crucial qualifier is non-consensual and offensive: naturism inside designated zones and club grounds sits entirely outside Article 184. Outside those places, however, Belgium offers no tolerance doctrine like the Dutch suitability test – municipalities issue administrative sanctions (GAS/SAC fines, roughly EUR 50-350) for public nudity in undesignated areas. The practical rule is simple: Bredene beach or a club ground, and nowhere else outdoors.
FBN: The Bilingual Federation
The Federatie van Belgische Naturisten / Fédération Belge de Naturisme (FBN), headquartered in Antwerp and online at naturisme.be, is Belgium’s INF-FNI member federation. Rather than splitting along language lines, Flemish and Walloon clubs co-exist under one bilingual umbrella: Flanders hosts Naturisme Athena Helios near Brussels, Athena Donk in Limburg, VAK at Kampenhout and Solaris; Wallonia hosts Athena Le Perron near Liège, Zon en Sport, WapiNat in Hainaut and Les Berdoncles. The FBN’s INF card (INF-lidkaart) carries reciprocal rights across European affiliated grounds.
Bredene: The Only Official Beach
On July 1, 2001, the municipality of Bredene, between Ostend and De Haan, opened Belgium’s first and still only legally recognized public nude beach – a roughly 400-meter stretch east of Strandpost 6. In June 2026 the town celebrated the beach’s 25th anniversary with official municipal festivities. Facilities are solid: lifeguards through July and August, restrooms and showers at the dune entrance, paid parking at the Hippodrome lot, and the Hippo Beach pavilion at Strandpost 6 for food and drinks.
The 2026 enforcement story matters for visitors: the adjacent dunes are a protected nature reserve, and to combat erosion, voyeurism and illegal activity the municipality has installed permanent boundary posts, rope fences and prohibition pictograms along the dune perimeter. Crossing into the dunes is strictly illegal and actively policed – nudity belongs on the open sand and at the waterline between the designated posts, nowhere else. Photography of others without consent remains the cardinal offense everywhere in naturism, and Belgium is no exception – our smart glasses guide covers the modern edge of that rule.
The Athena Network and Club Grounds
Athena Helios, in wooded Flemish Brabant between Brussels and Leuven, is the network’s flagship: 5.5 hectares of grounds with a heated outdoor pool, children’s splash pool, sauna, pétanque courts, a clubhouse and around 100 camping pitches plus rental chalets. Athena Donk in Limburg and sister grounds complete the circuit, and the network’s history – Athena was founded in the mid-1950s – makes it the institutional heart of Belgian naturism. Dutch grounds are close enough for pairing: the whole cross-border scene is mapped in our budget accommodation guide.

Indoor Sessions and the Honest Zeros
Belgium’s indoor circuit is livelier than its coast: FBN-organized nude swim sessions rotate through municipal pools in Ghent, Sint-Truiden, Mol and Ypres, and the Aquacentre at Lacs de l’Eau d’Heure has hosted naturist spa sessions – the full Low Countries pool directory is in our nude swimming pools guide. The honest zeros: the dune pockets near Koksijde and De Panne have no legal status despite occasional use, and inland lakes like Bambois are strictly textile. Belgium rewards visitors who plan around its designated infrastructure rather than improvising.
Planning the Trip
Bredene is a 20-minute coastal tram ride from Ostend and roughly an hour and a half from Brussels by car or rail connection. The season runs May to September; club grounds open for the same window, with pool sessions year-round. An INF card from your home federation is recognized by FBN clubs. Etiquette follows the standard European naturist code – towel rule, no photography, respectful distance – and visitors to both Low Countries should read our Germany guide’s sauna-culture section before any spa visit.
Flying in? Brussels (BRU) is the main gateway, with Ostend (OST) the closest coastal airport. Search and compare fares on Kayak. Disclosure: affiliate link – if you book through it, we may earn a commission at no extra cost to you.
