Pennsylvania is the East Coast’s naturist heartland, and it is the one place in America where nude volleyball has a fifty-year institutional history. It is also a state with a clean legal architecture: the courts decided decades ago that private, enclosed naturist grounds are protected, and every inch of public land is closed to nudity. The result is a scene that lives entirely behind gates, and thrives there.
White Thorn Lodge: The Volleyball Capital
Established around 1960 on more than 200 wooded acres in Beaver County, hard on the Ohio line, White Thorn Lodge is the home of the Super Bowl of Naked Volleyball, the largest naturist volleyball tournament in North America. The event began in 1971 and marked its fiftieth edition in 2021. Today it draws ninety-plus co-ed teams for a ten-day run around Labor Day, with competitive fours, competitive twos, a “Labor Day Fun Bowl,” and glow-in-the-dark night brackets. The rest of the facility is a serious athletic campus: heated outdoor pool, gazebo hot tub, sauna, tennis, pickleball, hiking trails, RV hookups, tents, and rental cabins, all run in the traditional AANR family style. It also hosts the State Line Streak 5K nude trail run.

Sunny Rest: The Poconos Volume Leader
Founded in 1945 and now nearly 190 acres in Carbon County, Sunny Rest is Pennsylvania’s largest clothing-optional resort by visitor volume, and it is a very different proposition from White Thorn. It has disaffiliated from the traditional family naturist organizations and rebranded toward an adult, nightlife-driven crowd, with the resort’s own audience estimates running 80 to 85 percent lifestyle couples. There are three licensed bars, a nightclub, and annual nude beer and wine festivals, and single men face advance screening, quotas, and higher fees. The Sunnybowl volleyball tournament is still a summer fixture. If you are looking for the wholesome family circuit, this is not it, and the resort does not pretend otherwise.
Penn Sylvan: The Year-Round Survivor
Founded in 1938 and covering 130 acres near Mohnton in Berks County, Penn Sylvan is one of the few genuinely year-round nudist grounds in the Northeast, with an indoor pool, an outdoor pool, an indoor hot tub, sauna, tennis, pickleball, petanque, shuffleboard, volleyball, and a famous indoor New Year’s Eve party. Two corrections to the record while we are here: Penn Sylvan was founded in 1938, not 1931, and it is not the oldest nudist park in the United States. That distinction belongs to Sky Farm in New Jersey, founded in 1932.
The Shape of the State
The geography is unusually clear. The Poconos and Lehigh Valley carry the adult, resort-style facilities. Southeastern Pennsylvania, in Berks and Lancaster country, holds the classic family parks. Western Pennsylvania, along the Ohio border, runs on athletic, camper-driven clubs. Several names that circulate do not exist: there is no Pennsylvania nudist park called Round Hill (Round Hill is a public county farm park in Allegheny County), the Naturist Society’s warehouse operations are in Oshkosh, Wisconsin, and “Winslow” refers to Winslow Township, New Jersey.
One ranking correction: Pennsylvania is not the largest club state. Florida holds that title with more than thirty landed venues, followed by California and Texas. Pennsylvania ranks fourth or fifth nationally, but it is unquestionably the Northeast’s anchor.
The Law
Two statutes matter. 18 Pa.C.S. § 5901 makes open lewdness a third-degree misdemeanor when the actor knows the conduct is likely to be observed by others who would be offended or shocked. 18 Pa.C.S. § 5501 covers disorderly conduct and requires intent to cause public inconvenience, annoyance, or alarm. The controlling precedent is Commonwealth v. Heinbaugh, 467 Pa. 1 (1976), extended in later Superior Court decisions: where the property is private and enclosed, and only consenting members and guests are present, there is no likelihood of offending unconsenting observers and no offense. That is the legal foundation of every club in the state.
Public land is the mirror image. DCNR regulation 17 Pa. Code § 11.208(d) prohibits public nudity in every Pennsylvania state park and state water body, and the National Park Service enforces 36 C.F.R. § 3.21 in the Delaware Water Gap National Recreation Area and along its river islands. There are zero legally sanctioned or officially tolerated public nude beaches, river holes, or lakes in Pennsylvania. The one annual exception in practice is the World Naked Bike Ride Philadelphia, which has run since 2009 and operates as an escorted First Amendment demonstration under police discretion.
Pennsylvania rewards the reader who understands the deal: the state gives you nothing on public land and, in exchange, leaves its private clubs entirely alone.
